They changed how Sense worked a very long time ago, so the penalty is a reduction in use/recharge time.
I would say Part 3 is probably the best, because +Weapon Damage is nice and -Sense and -Stalk don't mean as much as I would like. Of course -Shift gives him the same mobility issues as Part 4 when chasing down, say a car or a Vanessa that is good at stamina/fear management. +Traps means you have early warning (usually, far less than when you could stack 3 traps basically on top of each other) and +Morph will get you there quickly. I find Part 2 to be his opposite, even though he can run. Of course, if you get Packanack and have the phone and the blue car at the same house then "gg, go find the boat". This does make him potentially weak at objective control, with -Shift and -Traps. If you want to tunnel someone hard, it's hard to stop his blend of running and destruction. You listed Part 4 as your best, and he's a strong Jason. Pretty much every Jason is going to have advocates for best, and every one will have advocates for their favorite. The best Jason (and I'm flexing a little to include our boy Roy, who is Part 5) is mostly down to your play style. Most Jasons have you decide between morph or shift being negative. Knives and stalk are worthless strengths but given the rest is great it's forgiveable Neutral shift, neutral morph, neutral traps, and neutral water speed are all perfect.
Would like destruction but rage is easily earned. There are no downsides to strengths or weaknesses.

I could overcome lack if traps or bad shifts but when you can't hit or grab someone an inch away it's time to jump ship, he was absolutely perfect even after the destruction and morph nerf (he had part 2's morph code and his destruction was mistakenly coded as 4x door hits making doors go down in two hits). His grab is absolutely worthless, nothing like stroking a cheek instead of picking someone up. Destruction is good but rage is so commonplace. Weapon stance was absolutely ruined, massive delay on everything and even worse block doesn't work, and I don't only mean not function, I mean he doesn't lift his arm. Ages ago, 5 hits would kill, or 3 weapon strength, but slashing someone to death in a slasher franchise shows lack of skill vs easy shift grabs (shift grabs were retard proof early on).You won't hit somebody 6 times in a row without them running and healing. Firstly, weapon strength got nerfed, it used to be 1.5 swings, now it's 1.2 (6 vs 8 currently with no damage reduction perks, you limp with 5 hits).
Part 4 should be the best but they nerfed him so many times. His control over objectives is weak and once the car is running, it’s a difficult task to stop it. But I definitely wouldn’t say Part 4 is the best. Part 5 is tied with Part 4 as my favorite Jason to play. Neither have any defense/hit point weaknesses, and both are very maneuverable with running + weapon strength. Part 3 is one of the hardest Jasons to kill in the game, along with Part 4. Part 5 has extra stalk which can be pretty useful Part 5 has reduced defense, so he’s just slightly easier to kill, and lower grip strength, which is mostly irrelevant and easily worked around. Part 3 has reduced sense and stalk, which are low priority abilities compared to morph and shift.
